A.     CALL TO ORDER - Persons wishing to speak on an agenda item are asked to complete an information card and present it to the secretary.  The Planning Commission meeting is recorded to assist in the preparation of the minutes, and you are, therefore, asked to give your name and address prior to offering testimony.  All testimony is to be given from the podium.

E.     ORAL REPORTS/PUBLIC PARTICIPATION ON NON-AGENDA ITEMS (LIMITED TO 30 MINUTES; 3 MINUTES ALLOTTED FOR EACH SPEAKER) - This portion of the agenda provides opportunity to speak on an item, which is NOT on the agenda.  Pursuant to the Brown Act, the Planning Commission can take no action at this time; however, the Planning Commission may refer your comments/concerns to staff, or request the item be placed on a future agenda.

CONTINUED ITEMS

 

  1. DRAFT HOUSING ELEMENT (GENERAL PLAN REVISION PROJECT) (PUBLIC HEARING LIMITED TO 1.0 HOUR) – The project is a revision to the City’s General Plan (July 25, 2006) to implement and incorporate the provisions of Measure V, a slow growth initiative that was approved by Loma Linda voters on November 7, 2006. The Draft Housing Element has been revised to incorporate the provisions of Measure V and to provide housing programs through 2014. The Planning Commission will receive a presentation of the Draft Housing Element and accept public testimony; however, no action will be taken at this time. A copy of the Draft General Plan (as amended by Measure V), which includes the Draft Housing Element may be viewed on or downloaded from the City’s website: www.lomalinda-ca.gov. A copy may be viewed at the public counter in the Community Development Department located in City Hall at 25541 Barton Road, Loma Linda, California.

 

STAFF RECOMMENDATION:

 

a.      Hear the Presentation;

b.      Open the Public Hearing; and,

c.      Forward to the City Council

 

NEW ITEMS

 

  1. LOMA LINDA ACADEMY MASTER PLAN (PRESENTATION AND PUBLIC WORKSHOP – LIMITED TO 5 MINUTES) – A workshop to discuss the major components of the Loma Linda Academy Master Plan, including the general phasing of future improvements to the existing school site. The Master Plan Project has been submitted as Precise Plan of Design (PPD) No. 07-11 and will be scheduled for public hearings pending preparation of environmental documents and plan reviews. REPORT

  1. MASTER SIGN PROGRAM (MS) NO. 07-02 (PUBLIC HEARING - LIMITED TO 5 MINUTES) – A proposal for a Master Sign Program for the proposed commercial center (Redview Plaza) located at the northwest corner of Redlands Boulevard and Mountain View Avenue. REPORT

 

STAFF RECOMMENDATION:

 

a.   Continue to May 7, 2008

 

  1. PRECISE PLAN OF DESIGN (PPD) NO. 07-08 (PUBLIC HEARING – LIMITED TO 5 MINUTES) – A request to approve a new 4,508 square foot, two-story medical office building on a vacant parcel located at 24744 Redlands Boulevard. REPORT

STAFF RECOMMENDATION:

 

a.      Continue to April 16, 2008

 

5.      ZONE CHANGE (ZC) NO. 07-01 AND PRECISE PLAN OF DESIGN (PPD) NO. 07-03 (PUBLIC HEARING – LIMITED TO 30 MINUTES) – A request to change the zoning on a 1.12 acre site from R-4, Mobile Home Park Zone, to R-3, Multiple Residence Zone to accommodate a project that proposes to demolish an existing 2,500 square foot, single-family residence and construct a new 12-unit multi-family residential apartment complex with associated on-site improvements. The project is located at 24404 University Avenue. REPORT

 

STAFF RECOMMENDATION:

 

a.      Recommend approval to the City Council

 

6.      CONDITIONAL USE PERMIT (CUP)NO. 07-02 (PUBLIC HEARING – LIMITED TO 30 MINUTES) – A request to develop a 3,500 square foot express car wash, 1,100 square foot, two bay oil/lube shop, and ancillary buildings including a cashier’s booth, a mechanical equipment room, and lattice parking structures on the south side of Redlands Boulevard, just east of Anderson Street. REPORT

 

STAFF RECOMMENDATION:

 

a.   Approve the project

 

 

7.   EXTENSION OF TIME NO. 08-01 (TENTATIVE PARCEL MAP NO. 17902 & CONDITIONAL USE PERMIT NO. 06-01) (PUBLIC HEARING – LIMITED TO 15 MINUTES) – The Loma Linda Redevelopment Agency and Corporation for Better Housing request a one-year extension of time for an affordable housing project located on the east side of Poplar Street, south of the San Timoteo Creek Channel.  REPORT

 

STAFF RECOMMENDATION:

 

a.   Recommend approval to the City Council

 

G.    APPROVAL OF MINUTES (LIMITED TO 15 MINUTES)July 18, 2007, September 12, 2007, September 19, 2007, October 3, 2007, November 7, 2007, and March 5, 2008.
