Utility Bill Payment Options

Make your payment over the phone
  • Call 1-888-288-5614 to reach the City of Loma Linda's IVR (Interactive Voice Response) payment option 24/7. This automated system allows customers to make payments for bills over the telephone.

Drop off Locations

  • City of Loma Linda, Civic Center- Finance Department - 25541 Barton Road, Loma Linda, CA 92354 - (909) 799-2845. 
  • Civic Center - Payment Drop Box - Located at the west corner of the Library parking lot, between the Community Room and the Library.
  • Please make your check payable to - City of Loma Linda. You can mail or pay at the Civic Center Locations.
  • Bills are due and payable upon presentation and shall become delinquent and subject to a 10% penalty fifteen (15) calendar days after date of mailing. If a bill is delinquent for at least sixty (60) calendar days, the City may discontinue water service to the service address. Reconnection fees are $75.00 during normal operating hours and $115.00 during during non-operational hours.

Citizen Self Service
NOTE:
 Loma Linda's Utility Self Service has been updated. If you have issues signing in, please choose "Sign up" and register with your previous Self Service email to link your accounts. Any questions can be directed to the city's finance department at 909-799-2845 or [email protected]

Citizen Self Service is The City of Loma Linda's online payment system.  Users can view their history and link multiple accounts to one login username.

Auto Pay Direct Debit

The City of Loma Linda also offers Auto Pay- Direct Debit from your bank account. Auto Pay permits your City of Loma Linda utility bill to be automatically transferred from your bank account for payment to the City of Loma Linda. To sign-up for this bill payment feature, please provide a voided check and submit it with the AutoPay Program Application Agreement form. The form is available at the City Of Loma Linda Finance Department Counter or HERE. At the time your utility bill is generated, your payment will automatically be deducted from the account you designate.

Low Income Household Water Assistance Program (LIHWAP)

LIHWAP helps pay overdue bills which accrued during any timeframe. There is no date restriction for when the overdue amount occurred.
How Do I Apply?
Households can apply for LIHWAP assistance through a local LIHWAP service provider. Eligibility for LIHWAP services can vary depending on income, water system participation, place of residence, and other factors. Households whose utility payments are included in their rent may also be eligible for LIHWAP. Contact your local LIHWAP service provider to learn more about how to apply by visiting https://csd.ca.gov/waterbill.
What Can I Qualify For?
LIHWAP provides one-time payments to low-income households that are eligible for assistance. The size of a benefit can vary depending on the past due balance of the household’s residential water and wastewater bills. In addition, program participation is limited to households receiving services from water and wastewater providers enrolled in LIHWAP to receive the payment of assistance benefits. Households that qualify for LIHWAP could reduce their water or wastewater charges, or both if their bills include both services, by up to $2,000.
